PRIMARY HEALTHCARE AT CITIZENS HAND

Zorica Stojiljkovic, Milos Stojkovic members of Palilula Council together Blagoje Bradic, City Council member, visited the workers on the reconstruction of Local Community buildings `Ledena Stena` and `Delijski Vis`. These buildings will have one more service in future- providing health medical care services. General practitioner medical care has been available so far in `Delijski Vis`, while `Ledena Stena` has had stationary service of emergency medical service. In the beginning of December, when the completion of works on reconstruction and re-adaptation of these local community buildings was planned, the pediatrics with intervention service, lab and pharmacy will be opened. `Ledena Stena` community building will also have healthy children consultancy office opened.

NEW DEVELOPMENT CYCLE HELPED WITH PROJECTS AND RESPONSIBLE BUSINESS TRANSACTIONS

Eleventh regular Palilula Assembly meeting,presided by Milan Djurdjevic, president of Palilula Assembly, was held on October 29 2009 in NKC. After legitimating the Minutes from the last meeting, meeting agenda was adopted by acclamation. The councilors legitimated the Report of budget implementation and transferring of Palilula Municipality for the period January 1 2009 September 30 2009 and brought the Decision on the replacement and additions to Decision of Budget for 2009. According to this report, Municipality showed positive business transactions comparing to 5, 321,474 dinars. Only according to the realization of various projects, the Municipality has had during this period, the income of for about 7,460,577 dinars.

PALILULA – IGOUMENITSA
INTERNATIONAL COOPERATION - THE WAY TO PROJECTS

Palilula Municipality delegation, led by Milan Djurdjevic, president of Palilula Assembly, Bojan Ilic, head of municipal administration and Milos Stojadinovic, project manager, visited Greece and Thesprotia region, Thesprotia Regional commerce chamber and Igoumenitsa – center of this region (www.igoumenitsa.org). In very dynamic programme of activities of this visit, Palilula delegation had the meeting with Vasilios N. Giogiakas, head of Thesprotia region and discussed in Project department about the forms of cooperation of these two interested sides. After this part, the meeting with Paschos Alexandros, the president of Regional commerce chamber of Thesprotia proceeded. The meeting was about projects, trade resources, companies that could be interested for cooperation.

SUPPORT TO `ZELEZNICAR` TABLE TENNIS CLUB

Within the support to most successful sport clubs and successful individual sport players, Palilula Municipality represented the programme of cooperation with Table tennis club `Zeleznicar` in Nis. For this occasion, the president of Palilula Municipality and president of `Zeleznicar` table tennis club- Dragan Jovanovic, signed the agreement on donations and programme cooperation. At media conference, it was emphasized that this sport club has existed from 2002 and has been reaching good results so far. Novakovic emphasized that that, aiming at the support to these sport players, Palilula would provide the transport for the participation in qualifications for the entry to First sport league of Serbia.

INTERNET HELPS LOCAL COMMUNITY DEVELOPMENT

The fourth IT Conference `biZbuZZ` 2009, organized by Center for Promotion and improvement of IT consciousness `NIIT` and under the sponsorship of Palilula Municipality begins on October 28 in Hotel `Vidikovac`, Palilula Municipality and will last until October 30. This conference will opened this year by PhD Igor Novakovic, president of Palilula Municipality.According to organizers` estimation it will be one of the most significant events connected to business and informational technologies that indirectly can contribute to the local community.

RAILWAY CROSSINGS UNDER RECONSTRUCTION

Until the end of this week the works on the reconstruction of two railway crossings in Palilula - at the crossroad of `Jug Bogdanova` and `Branka Radicevica` streets, next to `Angropromet ` business building and at the end of `Obilicev venac` street at triangle, including the railway crossing at `Mija Stanimirovic` school by Electronic Industry, will all have been completed. These reconstruction works are being realized by Palilula Municipality in the cooperation with Public Enterprise `Zeleznice Srbije` (Railways of Serbia) and Machine Industry of Nis.

INSTEAD OF ASBESTOS, NEW PIPES FOR KRUSCE VILLAGE WATER PIPE SYSTEM

Following the context of regular activities of highly important issues support and recognition considering infrastructural development programme realization in rural area, PhD Igor Novakovic, president of Palilula Municipality and Milos Stojkovic, member of Palilula Assembly Council, visited village Krusce. During this occasion, 400 meters water pipe was donated to Krusce. The pipe is donation of Palilula Municipality and `Pestan` Arandjelovac - storage company in Nis, aiming at better water quality supply.

LOCAL SELF-GOVERNMENT IMPROVEMENT – INDJIJA GUIDELINES

In the organization of local economic development of Indjija Municipality and Agency for IT, GIS and communications in Indjija, the seminar for the representatives of local authorities of Serbia with the title `IMPROVEMENT OF WORK FOR LOCAL SELF GOVERNMENT – APPLY POSITIVE EXPERIENCE` was organized in October 2009. Milan Djurjdevic, president of Palilula Assembly and Bojan Ilic, head of administrational department were in the delegation from Palilula Municipality. The participants of this seminar together considered the models of improvement of local self government efficiency, including administration, infrastructural investments, which are the preconditions for economical development of local government, as well as the experiences of local regions on unified communal billing service of initial resources of local self government in function of its faster economical development.

WHEN PRESIDENT KEEPS HIS WORD - PUPILS GET COMPUTER FOR PRESENT

Pupils from `Bubanjski heroji` elementary school visited Palilula Municipality during `European week local of democracy`, organized from October 12 to 18. It was one unique event that allowed the members of Pupils` Parliament of this school to meet the authorities of this Municipality and become introduced with the way of Municipal work and activities. Julija Trickovic, pupil from the sixth grade, in the name of her school friends, informed the president of the Municipality about the conditions of the work in school and the life children and pupils have in this part of Palilula.

AUTUMN RECONSTRUCTION OF OLD NIS CEMETERY

After the works completion at the cemetery fence at the eastern side of Old Nis Cemetery, that was realized by Palilula Municipality, after the approved project by the City of Nis Administration for Economy, the autumn reconstruction and cleaning started of this whole memorial area. The workers of Public Enterprise `Gorica` started to clean the weeds that grow over the graves, but also work on cleaning wild dumps and paths. That was the motive for the president of Palilula Municipality PhD Igor Novakovic to visit this locality with his associates and Branimir Jezdimirovic, general manager of Public Enterprise `Gorica`.

ENCOURAGING CITIZENS PARTICIPATION ON THE LOCAL LEVEL

`European week of local democracy` was celebrated in Palilula Municipality from October 12 to 18. More than 350 pupils with their teachers and professors from Palilula together with the citizens visited Palilula Municipality and in the discussion with the employed Municipal workers and Municipal authorities introduced themselves with Municipal work and possibilities of this organization. Palilula Municipality is one of four Serbian municipalities and the first of Nis municipalities with ISO 9001:2008 high quality standard applied.

FLOWERS FOR `GERONTOLOGY CENTER` RESIDENTS AT FLORAL EXHIBITION

Within the support and care of the people of `third age`, Palilula Municipality organized the visit of FLORAL EXHIBITION in Nis Fortress for the residents of Gerontology center in Nis. Granmas and granpas, who live in this institution, were greeted by the president of Palilula PhD Igor Novakovic, Milan Djurdjevic, president of Municipal Assembly, Vesna Jovanovic Jankovic, general secretary of Palilula Municipality and Bojan Ilic, head of Municipal Administration together with Palilula associates and Palilula Council members. The guests visited floral decorations exhibited in Nis Fortress. After warm time spent together, the president of Palilula Municipality gave one rose to each dear old guest of this `floral picnic`.

PAID TRIBUTE TO BUBANJ VICTIMS OF FASCIST TERROR

14.10.2009.

For the remembering the 65 years from Nis liberation from Fascism, president of Palilula Municipality, PhD Igor Novakovic placed memorial wreath in tribute to the victims of fascist terror in Memorial `Park Bubanj` with PhD Mile Ilic, president of City of Nis Assembly, Slavoljub Vlajkovic and the delegation of Municipal and Regional Board of Socialistic Party of Serbia. The representative of war veterans and representatives of citizens associations were also present at the memorial tribute and commemorated at Bubanj.Nis was liberated from the Germans after many fights on October 14 1945 when Seventh `Division Prinze Eugen` was finally destroyed.

`COMMUNAL POLICE FOR THE ORDER IN SERBIAN CITIES`

14.10.2009.

`Communal police, that will in be in Nis active from the next spring, will be solving communal and other problems and will be contributing to maintenance of communal order in the city as the motto of our campaign –`COMMUNAL POLICE FOR THE ORDER IN SERBIAN CITIES` said Aleksandar Radosavljevic, state secretary of Ministry for Public Administration and Local Self-Government to the people of Nis while presenting the authorizations of communal police within the activities of visiting Serbian cities.

This presentation was held on central- King Milan Square in Nis in the presence of many representatives of the City institutions who have solving of communal problems matters within their scope of authorities. The representatives of Administration of Palilula Municipality were also present during this presentation. The citizens of Nis could see and take leaflets that explain many roles and authorizations of communal police. It was also discussed on communal police help degree to one more quality city life.

EUROPEAN WEEK OF LOCAL DEMOCRACY IN PALILULA

12.10.2009.

After the invitation of `Steady conference of cities and municipalities from Serbia`, Palilula Municipality has created its own programme of `European week of local democracy` celebration. For this occasion Palilula launched Call for papers and drawings to all pupils from Palilula elementary schools with the theme `IF I WERE THE PRESIDENT OF MUNICIPALITY`. The authorities of Palilula want to hear the wishes and ideas for one better municipality. The most successful works will be awarded after the jury decision.

PALILULA MUNICIPALITY GOT CERTIFICATE ISO 9001:2008

06.10.2009.

Manager of SGS company Marinko Ukropina handed in the certificate ISO 9001:2008 to PhD Igor Novakovic, president of Palilula Municipality at the ceremony in NKC in the presence of many guests and representatives of the City of Nis and this Region, including Georgi Jurukov, general consul of the Republic of Bulgaria in Nis. CAR FAIR IN NIS
05.10.2009.

Auto-moto fest Nis 2009 was organized in `Cair` in Nis from October 2-4 under the sponsorship of the City of Nis and Palilula Municipality support. This significant manifestation was successfully organized by City marketing center. The first Car fair – fair of cars, motors and equipment in Nis gathered around 20 biggest world producers of cars, and from 40 exhibitors presented their products of all possible car and motor equipment. The latest cars were presented by Mercedes, Opel, Skoda, BMV, Toyota, Fiat, Seat, Hyundai, Mazda, Audi, Chrysler, Dacia, Renault and Dodge.

PALILULA STANDS FOR ONE RESPONSIBLE ORGANIZATION OF LOCAL GOVERNMENT

After the accusations and criticism for the work of Palilula Municipality, heard during press conferences by certain politicians from the City, and aiming at good practice realization and also aiming at one total informing of people about the Municipal work, we remind the public on the following: After the local elections in 2008, the unique vision on the way to European integrations was framed in Palilula Municipality which states that on the way to European integrations local community development must be directed to market mechanism. Such projecting of Palilula Municipality, development written also down in `Strategic Analyses – Strategic developmental plan` that in the end of 2008`, was legitimated by Palilula Municipality. Strategic development in Palilula is based upon infrastructural and trade potentials objectively viewed signs, economic possibilities and local community place in the City.

SUPPORT TO LOCAL COMMUNITY DEVELOPMENT - `biZbuZZ 2009`

Center for promotion and improvement of IT consciousness, in the partnership with Palilula Municipality, will organize the fourth Conference `biZbuZZ .“ from October 28-30 2009 in Vidikovac Hotel. This conference stands for initiator of local community development and one of the most significant events in the sphere of informational technologies. Themes of this year conference are: Corporative aspects of social medias and Applicability and `interface` of web applications. President Novakovic, Vitomir Ognjanovic, manager of this project and Srdjan Radic associate on the project, spoke at the press conference organized in Palilula Municipality.

COMPLETED WORKS ON OLD NIS CEMETERY EAST GATE

02.10.2009.

The structuring works on the eastern gate of Old Nis Cemetery are completed and restoration of already present west gate, including adaptation and fencing of this space, continues the adaptation and decoration of this area-said PhD Igor Novakovic, president of Palilula Municipality to media representatives at the press conference held outside, on the very spot.

Public Enterprise `Nis stan` successfully made the realization of the first phase of Old Cemetery adaptation. Necessary financial resources in the amount of 3,5 milion dinars for these purposes were provided by Palilula Municipality on the basis of the project by Administration of Economy, Sustainable Development and Environmental Protection of the City of Nis.
